Dear Students,
Advisory for All Students Returning to Campus Effective 1 March 2022
In developing this advisory, the University refers to the latest advisory from the Ministry of Higher Education (MoHE) regarding the procedures to return to campus for all category of students (vaccinated and non-vaccinated students). The advisory is to be read together with: -

MoHE has revised the category of students who are permitted to enter Institution of Higher Learning (IHL) nationwide beginning 1 March 2022. The returning of students is on the maximum capacity of that respective IHL, taking into consideration all the new-norm practices. Categories of students who will now be permitted to enter are: -
- Malaysian and International Students who are fully vaccinated.
- Malaysian Students who are partially vaccinated.
- Malaysian Students who are not vaccinated.
A) Malaysian and International Students who are fully vaccinated
- Fully vaccinated means you have:
- Completed both vaccine shots and the booster dose.
- Completed both vaccine shots other than Sinovac but pending booster dose.
- You are required to undertake the RTK-Ag (RTK Antigen Test) and submit the result before returning to campus.
- Individuals who had received any other brand of vaccine, while there is no mandatory requirement for booster dose at this point, the directives may come sooner or later. Thus, UTP strongly encourages you to get it completed.
- You will be able to enjoy all facilities on campus. Please take note until further announcement is made, you are still required to follow all the new-norm practices which include wearing of facemask, washing hands regularly, maintaining social distances, and sanitise your space as much as possible.
B) Malaysian Students who are partially vaccinated
- Partially vaccinated means you have:
- Gotten only one shot of your vaccination jab.
- Gotten both Sinovac vaccine shots but pending booster dose.
- Individuals who had received Sinovac vaccine, as per Ministry of Health's (MOH) and PETRONAS' directive, you are required to complete the booster dose before entering the campus by 31 March 2022. Thus, we strongly encourage you to get your booster dose completed.
- Partially Vaccinated Students MUST undertake the RTK-PCR (RTK Polymerase Chain Reaction) before returning to campus.
- Partially Vaccinated Students MUST undertake the RTK-Ag on a weekly basis.
- You may reach out to the nearest medical professional to you for advice.
C) Malaysian Students who are not vaccinated.
- You are strongly encouraged to register and get yourself vaccinated. Based on the data and reports shared by MOH, vaccinated individuals and who had completed their booster dose, are managing the infections better compared to the non-vaccinated individuals.
- Non-Vaccinated Students MUST undertake the RTK-PCR (RTK Polymerase Chain Reaction) before returning to campus.
- Non-Vaccinated Students MUST undertake the RTK-Ag on a weekly basis.
- You will need to adhere to stricter rules on campus.
- You may reach out to the nearest medical professional to you for advice.
The abovementioned category of students returning to campus are in line with the National Covid-19 Testing Strategy.
