Dates and Procedures to Return to Campus for Categories of Students as Approved by UTP Senate (6 May 2021)

 

Our previous notice dated 8 April 2021 is hereby referred. This notice is intended to inform students who fall under the approved categories on the dates of returning to UTP campus as well as the procedures that they need to undertake before and during travelling, upon entering, and settling in the campus.
 
Based on the latest guideline issued by the Ministry of Higher Education, UTP has decided to enforce stricter measures to ensure that your return to campus would be safer and would further safeguard UTP on-campus community. This is in view of the current unpredictable number of COVID-19 cases occurring throughout the country.
 
Kindly note that the dates and times to return into campus is made based upon your locality zoning status and the limitations of the Isolation Centre capacity on campus that UTP could accommodate at any point of time. Therefore, all students shall return to campus in stages and as per the determined dates and procedures.
The dates and times as well as the categories of students returning to campus are as per below schedule:-

General Procedures for Identified Students to Return to UTP Campus for May 2021 Semester

 

Category of Zoning Status and Entrance Permission

1) Students who have been identified by UTP Senate to return to campus and who are from the MCO/CMCO and RMCO (PKP/PKPB and PKPP) zones are expected to return to campus as per the dates given. NO change of dates will be entertained.
2) Students who are from the Enhanced Movement Control Order (EMCO/PKPD) areas are not allowed to return to campus. International Students from India are also not allowed to return to campus until further notice.

Mode of Transportation and Number of Passengers Allowed

1) Students can only return to campus using their own transportation including carpool (within the same locality), by parents/relatives sending them, and by UTP transportation. For UTP transportation, we shall only provide bus to ferry East Malaysia students from KLIA / KLIA 2 to campus. Public transportation is not allowed.
2) Students who have decided to carpool are advised to ensure that the passengers are from the same zoning locality status i.e., if the driver is from PKPB area then the passengers must also come from PKPB area.
3) Maximum of 3 people including the student are allowed to be in a same vehicle.

 

Essential Mobile Apps to have

1) All students must download the PowerApps and U Trace Apps using your Student Emails ID. Students must register at the Security Post by scanning the QR Code at the Main Gate.

Documents to bring during Travelling

1) All identified students shall be given an acknowledgement letter and supporting documents for inter-state travelling purpose and they are required to bring and present the letters to authorities for clearance to travel.

Procedures when entering the Campus

1) Upon entry, all students from PKP/PKPB zones are required to undergo isolation for 10 days at the Isolation Centre (IC) on campus. Students must strictly adhere to the procedures set by UTP throughout their stay at the IC. Our Residential Village and Student Support Teams will look after students' needs and requirements throughout their stay at the IC. The students will bear the cost of food and other necessities.

2) ALTERNATIVELY, for students who wish to seek exemption from being isolated must undergo RT PCR Test 3 days prior to the date of returning to campus. Results of the test MUST be negative.  You are required to submit the result to UTP via a SharePoint link before proceeding to campus and bring 1 copy of the result to campus. The RT PCR Test cost will be at students' own expense. Students who choose to undertake the RT PCR Test and tested Positive are not allowed to return to the campus on the stipulated date.

3) Meanwhile, students from PKPP zones, upon receiving the notice and dates to return, can plan for your travelling as per dates set by CRT UTP.   You can directly enter your designated room as per assigned by Residential Village (RV). However, should your locality change from PKPP to PKPB prior the travelling back to campus, the students will be informed on the status of your entry. 

4) Students from PKPB zones, who have undertaken the RT PCR test with negative results are encouraged to minimize their contacts with others and practice self isolation as much as possible at their own room for at least 7 days upon settling in their own rooms. Students from PKPP are also encouraged to practice the same self room isolation. All learning and labs session during the first 7 days will be online.

5) All students and accompanying parents/relatives are expected to register at the Security Post by scanning the QR Code at the Main Gate. Link to obtain the QR Code for parents or relatives  will shared in due time.

6) Students from PKP/PKPB Zones who have undergone RT PCR Test must submit 1 copy of the test results to the Security Personnel upon entering the campus.

While being in Campus

1) Parents/relatives are not allowed to enter any campus buildings and students' room when sending the students. They can only drop off the students at the designated parking area set by the Security. Parents/relatives are also not allowed to dine in at any cafeterias inside the campus.

2) Please always wear face masks while being in public places.

Other Important Remarks

1) Throughout your stay at the campus, either during PKPP or PKPB, all students are required to adhere to all rules and conditions set by UTP at all times.

2) All changes shall be informed accordingly, and students are always advised to check for any latest updates and development from time to time.

Frequently Asked Questions (FAQ) on Isolation Process (Only for Students in PKP/PKPB Zones)

 

1) What is isolation process and why is it necessary?

Isolation process is a process undertaken by UTP to temporarily isolate potentially infected students at a separate hostel block.
This process will help UTP to ensure and  curb any potential spread of COVID-19 cases within the UTP compounds.

2) What are the category of students who are placed in the Isolation Centres (IC) and for how long will they be in the IC?

Students who are from PKP/ PKPB zones who choose not to take the RT PCR Test are required to undergo isolation for 10 days.

3) Is there any possibilities that the duration be lesser than 10 days?

NO. All students from PKP/PKPB zones must undergo isolation for 10 days.

4) If I had taken the RT PCR Test (Swab Test), do I still require to undergo isolation for 10 days?

If the results of the RT PCR Test is negative/not detected, students are not required to undergo the  isolation exercise but they are encouraged to practice self room isolation for at least 7 days at their own respective rooms and practice the new norms. These are extra precautionary measures undertaken to curb the spread of COVID 19 cases within the UTP community.

5) Self Body Temperature Checking

During your stay at the Isolation Centre, every student must perform Self Body Temperature Checking twice daily at the Male and Female block respectively. Every student must use the U Trace Apps for this purpose.  Steps on how to perform the Self Body Temperature Screening is as below:

6) What about meals and all our basic necessities throughout our stay at the IC?

All meals are served in packed food. Students are expected to use e-wallet to buy food and drinks (Touch n Go, Boost, Grab Pay, Maybank QR Code).

For basic necessities, students to purchase via BILLION online shopping and BILLION will make the delivery upon receiving payments.

7) How many person will be placed in the IC and which hostels are dedicated for this exercise?

It is a single occupancy basis room and at this moment Village 5 and 6 are the hostels gazetted for the ICs for May 2021 semester.

8) What happens if someone falls sick during the isolation exercise?

A special Telegram group will be established to facilitate students' needs at the IC.  There will also be security guards manning the centre for 24 hours.

If any of you fall sick and require treatment, our in-house doctor will attend to you  at the IC. If it is severe, our in-house clinic shall refer you to the nearest hospital/s.

9) What are the procedures upon discharge from the IC (after 10 days)?

Upon completion of the 10 isolation days, our UTP in-house clinic will do a general medical examination onto every student and if found fit and healthy, students may proceed to their respective earlier designated rooms.

10) Can we receive visitors during the isolation exercise?

No visitors are allowed.

11) What happens if they were emergency cases happening in the students' hometown that require them to be discharged from the IC?

If there were such cases, please raise this matter to the designated Telegram group for the staff on duty to address them accordingly.

12) Any other rules that we have to follow when we are at the IC?

i)All students in the IC are required to be within the Village 5 & 6 vicinity throughout the period of isolation and they are strongly encouraged to stay at their own rooms.
ii)No outside food delivery is permitted.
iii)Laundry facility is available and located within Village 5 & 6.
