UTP Rated A Tier 5 (Excellent) University In SETARA 2009 – 7th Position (Aug 2010)

Universiti Teknologi PETRONAS (UTP) has been rated as Tier 5 (Excellent) University for year 2009 Rating System for Malaysian Higher Education Institutions (SETARA ’09) among 18 universities of the same rating, i.e.  7 public universities and 11 private universities. The first 6 universities are International Islamic University of Malaysia, Monash University of Malaysia, Nottingham University of Malaysia, University Malaya, Universiti Sains Malaysia and Universiti Teknologi Malaysia (in alphabetical order). This is the first time that all local private universities were invited to participate. Since Monash University and Nottingham University are branch campuses, UTP is therefore rated the top local private university.

In addition, 25 universities were rated as Tier 4 (Very Good) and 4 universities rated as Tier 3 (Good).

SETARA ’09 was implemented by using a rating mechanism to measure the performance of undergraduate teaching and learning in universities and university colleges in Malaysia. The rating exercise was carried out between October 2008 and June 2010. The universities were evaluated based on 25 criteria via 82 indicators from three main domains, comprising the following:

  • Input (20%) which comprises of governance, physical & financial resource, and staff & students talent (quality, experience & diversity)
  • Process (40%) which comprises of curriculum, quality delivery, quality assessment, monitoring and ancillary activities
  • Output (40%) which comprises of student attributes and marketability, and student and employers’ satisfaction.

The assessment on Input and Output which makes up 60% of the rating, was carried out through an Academic Performance Audit (APA) by the Malaysian Qualifications Agency (MQA) at UTP by a panel of members appointed by MQA.

During the above, UTP was appraised on 9 Areas of Evaluation for Quality Assurance as follows:

  • Vision, Mission, Educational Goals (Programme Educational Objectives) and Learning Outcomes (Programme Outcomes).
  • Curriculum Design and Delivery
  • Assessment of Students.
  • Student Selection and Support Services.
  • Academic Staff.
  • Educational Resources.
  • Programme Monitoring and Review.
  • Leadership, Governance and Administration.
  • Continual Quality Improvement.

Assessment on the Output which makes 40% of the rating, was carried out by MOHE themselves through interviews and surveys on our graduating students and the employers. The interviews and surveys were conducted through the Generic Student Attributes (GSA) test score, the Tracer Study and Malaysian Soft Skills Scale (My 3S) survey.  My3S was carried out by MOHE on UTP’s graduating students showed that our students achievements ( soft skills ) are higher than the national level as shown below.

With the achievement as TIER 5 University, UTP is now entitled to have the following incentives:

  • Local and foreign government sponsored students.
  • Government research grant.
  • Exemption in applying for teaching permits.
  • Exemption from getting approval to set tuition fees.
  • Eligible to apply for Research University Status.

This SETARA ‘09 results is the manifestation of our commitment in providing excellent academic programmes. Our next aspiration is now towards becoming the first private research university locally targeted for 2013. Currently there are 5 research universities which are all public universities.

We thank you for your support.
