RESEARCH ADVISORY COUNCIL (RAC)
BACKGROUND
Members of the UTP Research Advisory Council (RAC) shall be prominent individuals from research organizations / industry who will be able to contribute to the strategic development of the university especially in its research development and innovation.
ROLE
-
To be a forum for networking and exchange of ideas on the development and implementation of the University’s strategic research direction.

To provide guidance and strategic directions on the overall University’s development especially on its research and innovation.
MEMBERS
-
The Council members are normally appointed for a period of three (3) years. Upon completion of tenure, appointments may be renewed continuously under the discretion of the Chairman, but in no event shall an appointment exceed 24 consecutive months.

Members of the Council shall be drawn from among prominent individuals who will be able to contribute to the development of the University’s research and innovation.

The Council shall be chaired by the Vice Chancellor (or representative appointed by the Chairman) with maximum 15 total numbers of Council members including UTP’s Deputy Vice Chancellor, Research and Innovation. The Director, Research Management Centre is the ex-officio of the Council, who shall also act as the RAC Secretary.

At the invitation of the Chairman, the University’s Professorial Chairperson, Research Institute Directors and other prominent Professor/staff are allowed to participate in the meeting, in attendance and as observers, whose attendance is deemed useful by the Council as part of its proceedings.

UNIVERSITY RESEARCH COMMITTEE (URC)
BACKGROUND
The URC shall provide the functions, roles, and responsibilities within the research governance to ensure the alignment of all research and innovation strategies and initiatives towards achieving University’s research aspiration, and shall oversee, monitor and advise the Senate on the following:

The achievement of internal and external research quality standards across all aspects of research and innovation.

Research integrity, and the responsible conduct of research.
-
The University’s strategy for the development and promotion of innovation and excellence in research and innovation activities.
-
The development, implementation and review of research policies and procedures, including monitoring their effectiveness in upholding excellence and integrity in research and innovation practices and outcomes.
-
Review goals and monitor implementation of the research component of the University’s strategic and operational plans.
-
Developments in the external environment including policy, strategy, trends, and innovations related to research activities.
-
Research and innovation risk management, including relevant findings and recommendations arising from internal and external audits.
-
Ongoing compliance of the University with research and innovation legislative and regulatory requirements.

INTRODUCTION
Research, Innovation & Commercialisation Division Operational Committee (RDOC) is a committee that monitor and deliberate Research, Innovation & Commercialisation progress performance in UTP. The committee is advising DVCRIC on tactical approach to run the RIC operation.

MEETING
The committee shall meet quarterly to monitor and deliberate on the Research, Innovation & Commercialisation progress performance.
INSTITUTE GRANT REVIEW COMMITTEE (IGRC)
BACKGROUND
The Institute Grant Review Committee (IGRC) is a supporting committee under University Research Committee (URC) which is established to provide technical advice and recommendations to Research Institutes on the procedures and quality assurance related to proposal evaluation and research project management in line with University’s research and innovation activities. The Committee provides leadership in research governance in ensuring the alignment of all research and innovation strategies and initiatives towards achieving University’s research aspiration.
SCOPE
The Institute Grant Review Committee shall provide the technical functions, roles, and responsibilities within the research governance for research grant projects in supporting Research Institutes to ensure the alignment of all research and innovation strategies and initiatives towards achieving University’s research aspiration, and shall:
To oversee, monitor and advise Research Institutes on:

The technical evaluation of research grants proposal to follow internal and external research quality standards across all aspects of research and innovation.
-
Research integrity, and the responsible conduct of research.
-
Monitoring their effectiveness in upholding excellence and integrity in research and innovation practices and outcomes through good practices in research project management.
-
Evaluation of requisitions for research equipment/assets and space required to conduct the research in the submitted proposals.
-
Review goals and monitor implementation of the research component of the research projects.
-
Developments in the external environment including policy, strategy, trends, and innovations related to research activities (e.g., funders’ requirement, etc.).
-
Research and innovation risk management, including relevant findings and recommendations arising from internal and external audits.
-
Ongoing compliance with the University research and innovation legislative and regulatory requirements.

Evaluation and recommendation on the way forward for completed research projects, which includes but not limited to the following:

INNOVATION COMMITTEE (IC)
INTRODUCTION
This Terms of Reference is made pursuant to the Institute of Technology PETRONAS Sdn. Bhd.’s Limit of Authority Manual effective 1 October 2021. The Innovation Committee is established with the following objectives:

To deliberate and steer innovation management practices through continuous improvement in framework, processes, initiatives, and overall oversight of intangible assets.

To review and assess the inventions through value driven and systematic approach in the identification, protection and exploitation of specific Intellectual Properties (IP).
-
To drive the culture of innovation and value creation to support UTP in achieving its aspiration which is towards sustainable global prominence.
SCOPE
The Innovation Committee (IC) shall assist and advise Deputy Vice Chancellor Research, Innovation and Commercialisation (DVCRIC) by reviewing, assessing, and recommending:

Potential invention / innovation for Intellectual Property Rights (IPR) protection,

Invention / innovation for competitions, and

Internal funding for pre-commercialisation activities.
